Matt Nable's take on Ra's delivers the wisdom as well as the cold, calculating nature that fans have come to expect from the iconic villain. Despite this, Oliver manages to survive and goes undercover within the League of Assassins in order to take down Ra's once and for all. Following the death of Sara Lance/The Canary, the Demon's Head challenges Oliver Queen to a swordfight atop a snowy mountain, brutally beating the archer and kicking him off the summit to a near-certain death. Damien DarhkР”Р„fter being mentioned several times throughout Arrow's first two seasons, Ra's al Ghul makes his presence known in a big way in ArrowР’В Season 3. Still, the fact that he is ultimately the one to kill Oliver can't be ignored, and this fact alone gives him a boost among the Emerald Archer's foes. There's not much to his character other than wanting to destroy the multiverse, and he never even physically crosses paths with Green Arrow until 'Crisis on Infinite Earths' is well underway. The Anti-Monitor's immense power places him as one of the Arrowverse's most powerful villains, but he ultimately ends up feeling somewhat underdeveloped. While the Anti-Monitor isР’В the primary threat ofР’В the Arrowverse's multiverse-spanning 'Crisis on Infinite Earths' event, he also serves as the overarching main antagonist of ArrowР’В Season 8, with the threat of his attack causing Mar Novu to send Oliver and his allies on a journey across various times and dimensions.

His plotline in Season 7 feels particularly disjointed, and this combined with his fairly anticlimactic death ultimately drops him to the position of Arrow's worst villain. Kirk Acevedo's performance is solid, but Diaz is never really given enough to do to prove himself as a city-threatening force. While Diaz's ability to manipulate events from behind the scenes sets him up as an incredibly dangerous foe, he ultimately proves to be a prettyР’В disappointing character when he steps out of the shadows.

Diaz survives to menace Star City into Season 7, only to be killed off by the season's real main villain, Emiko Queen. Diaz is first introduced in ArrowР’В Season 6 as a drug dealer looking to take over Star City's underworld, but as things progress, he is revealed to actually be a brilliant mastermind who has orchestrated almost everything bad that had happened to Team Arrow over the course of the season. At the bottom of theР’В ranking is crime lord Ricardo Diaz, also known as the Dragon.
